Wet start solution set to be discussed at Hockenheim

Formula One looks set to revive wet weather starting grid starts after the controversial start to the British Grand Prix.
In conditions that require full wet weather tyres, F1 has tended to start races behind the safety car, although it is not an explicit rule.
However, Auto Motor und Sport is reporting that a solution will be proposed next week at Hockenheim, ahead of the German Grand Prix.
It is claimed race director Charlie Whiting will meet with team bosses to discuss a proposal which would see the race begin behind the safety car still, until conditions are safe, when the drivers will line up on the dry grid for a traditional standing start.

Not going to happen. Thats unfair for the drivers that have been fast during the rain.
And there would still be a start after too many laps when its wet.
So basicaly that's no solution.
I wonder if this proposal is true. Charlie knows better than this right
