Russia has requested that they host their 2018 event on a later date. In 2014 and 2015, the race was held in the later stage of the season but was moved to the front of the calendar from 2016 onwards. In 2016 and 2017, it played host to round 4 of the championship.
Deputy prime minister Dmitry Kozak has come out and said that Russia now wishes for the race to be held later in the year, much like it was in the first two years of it being present on the calendar: "We have asked formula one organisers to restore our place in the autumn," he said.
Igor Ermilin, the auto racing presidential advisor, agreed: "I do not think this postponement is wrong in any way, and I do not think there will be problems with the FIA. Postponement of Formula 1 races is standard practice that happens from time to time, and the date of the race is not strictly defined contractually," he added.

Quite frankly I would like to see the Russia GP gone from the calendar. Not only because it's a dull, insipid circuit and crowd, but especially because it serves the purpose of such an evil man as Putin.
