Mercedes team principal Toto Wolff insists Formula 1 teams are united in the current situation surrounding the 2021 regulations.
Last week, it was confirmed that the sign-off on the new set of technical and sporting regulations that will be introduced for the 2021 season has been delayed until October later this year.

The original confirmation period was set to be at the end of June, but the delay means that teams will receive more time to work on their "shared goal", according to Wolff.
"We agreed to postpone the presentation of the 2021 regulations until October, giving us all more time to work on them to achieve our shared goals," Wolff said.
"Formula 1 is the undisputed pinnacle of motorsports; every weekend, millions of fans around the globe share our excitement about racing.
"We want to use the unique opportunity of the 2021 regulations to make the series even more exciting for the fans, to make the racing more competitive and to grow the sport globally.
"Finding the right compromise between the various stakeholders is not easy, but we're united in our passion for racing and our will to define a set of rules that will see Formula 1 thrive in the next decade."
The new regulations for the 2021 season are aimed at providing a closer playing field while allowing drivers to follow each other on the circuit and produce more overtaking.
It is believed that there is some stickiness around the technical regulations, which is one of the main reasons behind the delay.
Once the regulations have been confirmed, teams are free to work on designs in anticipation for the 2021 season, but will have to work alongside developing their 2020 challengers.

I would believe it more if I heard Horner say it. You usually don't postpone putting signatures on an agreement if all parties are united.
